To the Members of the California State Assembly:

I am returning Assembly Bill 1693 without my signature.

This bill would set inflexible time limits for the completion of
small telephone company rate cases and potentially harm ratepayers. I
am directing the California Public Utilities Commission to address
the concerns of the proponents and to create a Rate Case Plan to
encourage timely completion of these rate cases.
