          in the initial statement of reasons that a state agency submits  
          to the Office of Administrative Law when adopting, amending, or  
          repealing a non-major regulation.  

           The Senate amendments  address chaptering conflicts. 

           FISCAL EFFECT  :  According to the Senate Appropriations  
          Committee, pursuant to Senate Rule 28.8, negligible state costs.
