          This bill meets the criteria for referral to the Suspense File.
          
          
          Bill Summary: AB 1744 would require the Department of Aging to  
          convene a task force to study and make recommendations relating  
          to unpaid family caregiving.

          Fiscal Impact: 
              One-time costs up to $300,000 to provide staff support to  
              the task force and reimburse travel expenses for task force  
              members by the Department of Aging. (General Fund and  
              private funds). Staff anticipates that the Department may  
              need up to two staff positions to support the task force and  
              about $25,000 to reimburse travel costs. The bill requires  
              the Department to convene the taskforce on receipt of  
              $200,000 in non-state funds.
           
          Background: According to a report by the AARP Public Policy  
          Institute, there are 42 million family caregivers in the United  
          States who provide care to a relative with limitations to their  
          daily activities. 

          Proposed Law: AB 1744 would require the Department of Aging to  
          convene a task force to study and make recommendations relating  
          to unpaid family caregiving.

          Specific provisions of the bill would:
              Require the Department of Aging to convene a task force,  
              upon the receipt of $200,000 in non-state funds;
              Require the task force to be composed of the Director of  
              the Department and 12 additional members, with specified  
              backgrounds;
              Require the task force consider specific issues relating to  
              unpaid caregiving and make recommendations to the  
              Legislature.

          Staff Comments: As noted above, the costs to the Department to  
          support the task force may exceed $200,000. In that case, the  
          Department may need to supplement those private funds with  
          General Funds.
