           SUMMARY  

          This bill updates the definition of sexual exploitation for  
          purposes of mandated reporting under the Child Abuse and Neglect  
          Reporting Act (CANRA) to add downloading images of a child  
          engaged in obscene sexual contact. 

           FISCAL EFFECT  

          Negligible. This bill simply updates a definition that would  
          likely include this action even absent the update. 

           COMMENTS  

           Rationale  . Current law specifies that sexual exploitation, for  
          purposes of CANRA, includes any person who depicts a child in,  
          or who knowingly develops, duplicates, prints, or exchanges, any  
          film, photograph, video tape, negative, or slide in which a  
          child is engaged in an act of obscene sexual conduct. 

          This bill adds downloading said images.
