SUMMARY : Requires, on and after July 1, 2017, the California
Department of Human Resources (CalHR) or designated appointing
power to take specified actions when an application for
examination is filed online. Specifically, this bill :
1)Requires CalHR or designated appointing power to do all of the
following when an application for examination is received
online:
a) Provide CalHR's or the designated appointing power's
electronic communication address to the applicant;
b) Use electronic communication to contact the applicant
unless otherwise requested by the applicant; and,
c) Inform the applicant that any notifications and his or
her score and rank on the examination will be provided
using electronic communication unless the applicant
specifically requests notification by postal mail.
EXISTING LAW :
1)Establishes the state civil service system, which requires a
hiring process that is to be based on merit ascertained by
competitive examination.

2)Requires every applicant for examination for state employment
to file an application with CalHR or an appointing power
designated by CalHR.
FISCAL EFFECT : According to the Assembly Appropriations
Committee, minor and absorbable costs to CalHR to implement
changes, most of which are already consistent with current
practice.
COMMENTS : According to the author, "This bill will help improve
communication between the State of California and employment
applicants and lead to a more efficient, less costly delivery of
important employment notifications statewide. AB 1820 will
improve the delivery of employment inquiry notifications and
examination scores and ranks because currently such transactions
are sent by mail, with no assurance that the information is
actually received by the applicant. This bill would allow the
applicant to have this information handled by email. If the
applicant wishes to continue receiving this information, they
could continue to do so."
The author concludes, "This bill is environmentally and fiscally
responsible as it would reduce the need for paper copies of
employment inquiry notifications, examination scores and ranks,
and reduce the amount of tax-payer dollars departments spend on
postage."
