Existing law authorizes the governing board of a community college district to establish, by itself or with one or more community college districts, contract education programs within or outside the state by agreement with certain bodies to provide specific educational programs or training to meet the specific needs of those bodies.
This bill would make nonsubstantive changes to this provision.

The people of the State of California do enact as follows:
Section 78021 of the Education Code is amended
2to read:
(a) The governing board ofbegin delete anyend deletebegin insert aend insert community college
4district may establish, or with one or more community college
5districts may establish, contract education programs within or
6outside the state by agreement withbegin delete anyend deletebegin insert aend insert public or private agency,
7corporation, association, or any other person or body, to provide
P2 1specific educational programs or training to meet the specific needs
2of these bodies.
3(b) The contracting community college district or districts shall
4recover, from all revenue sources, including, but not necessarily
5limited to, public and private sources, or any combinationbegin delete thereof,end delete
6begin insert of public and private sources,end insert an amount equal to, but not less
7than, the actual costs, including administrative costs, incurred in
8providingbegin delete theseend deletebegin insert the specific educationalend insert programs or training.
9(c) The attendance of students in these contract education
10programs shall not be included for purposes of calculating
the
11full-time equivalent students (FTES) for apportionments tobegin delete theseend delete
12begin insert the contracting community college district orend insert districts, unless all
13statutory and regulatory conditions for generating FTES are met.
