           DIGEST  :    This bill requires the California Community Colleges  
          (CCCs) Board of Governors (BOGs), in determining whether a CCC  
          district satisfies minimum conditions, as specified, to review  
          the accreditation status of the CCCs within that district;  
          requires the accrediting commission of the CCC to report to the  
          appropriate subcommittees of the Legislature upon the issuance  
          of a decision that affects the accreditation status of a CCC  
          and, on a biannual basis, any accreditation policy changes that  
          affect the accreditation process or status for a CCC. 

           ANALYSIS  :    Existing law confers upon the BOGs of the CCC the  
          ability to prescribe minimum standards for the formation and  
          operation of the CCCs and exercises general supervision over the

          CCCs.  As such, regulations (Title 5 California Code of  
          Regulations Section 51016) have been adopted to require each CCC  
          within a district to be an accredited institution - with the  
          Accrediting Commission for Community and the Junior Colleges  
          determining accreditation. 

          This bill:

          1. Requires CCCs the BOGs, in determining whether a CCC district  
             satisfies minimum conditions, as specified, to review the  
             accreditation status of the CCCs within that district.

          2. Requires the BOG, in determining if a CCC district satisfies  
             the minimum conditions for receipt of apportionment funding,  
             to review the accreditation status of the CCCs within that  
             district.

          3. Requires the accrediting agency for CCCs to report to the  
             appropriate policy and budget subcommittees of the  
             Legislature upon the issuance of a decision that affects the  
             accreditation status of a CCC, on a biannual basis, any  
             accreditation policy changes that affect the accreditation  
             process or status for a CCC. 

          4. Requires the CCC Chancellor's Office to ensure that the  
             appropriate policy and budget subcommittees are provided the  
             aforementioned required information.

           ARGUMENTS IN SUPPORT  :    According to the author's office, this  
          bill restores fair accreditation practices to the CCCs, the  
          largest system of higher education in the United State, serving  
          2.4 million students annually.  This bill accomplishes these  
          tasks by increasing public participation in the accreditation  
          process, increasing accountability on the accrediting agency,  
          and ensuring that the Legislature has some oversight on the  
          accreditation process by increasing reporting requirements by  
          the accrediting agency.
