An act to add Article 3.5 (commencing with Section 52360) to Chapter 9 of Part 28 of Division 4 of Title 2 of the Education Code, relating to career education.

Existing law establishes a system of public elementary and secondary schools in this state, and authorizes school districts throughout the state to provide instruction to pupils. Existing law establishes the California Community Colleges as one of the segments of public postsecondary education in this state, and authorizes community college districts throughout the state to provide instruction to students at the campuses they operate. Existing law establishes various career education programs involving participation by public elementary and secondary schools, community colleges, and other governmental entities.

This bill would express legislative intent to create incentives for school districts, county offices of education, charter schools, and community college districts to establish regional career education consortia forbegin delete the purposeend deletebegin insert purposesend insert of coordinating, delivering, and implementing high-quality and cost-efficient career and college preparation programs in kindergarten and grades 1 to 14, inclusive.

The bill would establish the Career Education Incentive Program under the administration of the State Department of Education. The bill would authorize school districts, county offices of education, charter schools, and community college districts to establish career education consortia. The bill would authorize these consortia to be organized as joint powers agencies. The bill wouldbegin delete specify information to be collected and reported annually by the consortiaend deletebegin insert require the Superintendent of Public Instruction, in developing the program, to consider requiring consortia, as a condition of the receipt of funds, to annually report certain informationend insert to the governing boards of the member local educational agencies, including member community college districts. The bill would specify criteria for the receipt and expenditure of the state funding to be allocated to these consortia.

The people of the State of California do enact as follows:

SECTION 1.  

It is the intent of the Legislature to accomplish
2all of the following:

3(a) Create incentives for school districts, county offices of
4education, charter schools, and community college districts to
5establish regional career education consortia forbegin delete the purposeend delete
6begin insert purposesend insert of coordinating, delivering, and implementing
7high-quality and cost-efficient career and college preparation
8programs in kindergarten and grades 1 to 14, inclusive.

9(b) Promote an integrated career education infrastructure that
10builds on the broad range of proven career education approaches,
11including, but not limited to, regional occupational centers and
12programs, linked learning partnerships, apprenticeship programs,
13California Partnership Academies, agricultural vocational
14education, specialized secondary programs, and career pathways
15trust programs, each of which has improved pupil academic
16achievement, reduced dropout rates, increased attendance rates,
17and resulted in higher rates of college enrollment.

18(c) Establish fiscal incentives for school agencies to offer, or
19continue to offer, high-quality career and college-ready programs
P3    1that are vital in engaging pupils and helping them prepare for the
2transition to higher education and the workforce.

3(d) Provide one-to-one matching grant funding to eligible career
4education consortia. A career education consortium may be
5composed of school districts, county offices of education, charter
6schools, and community college districts.

SEC. 2.  

Article 3.5 (commencing with Section 52360) is added
8to Chapter 9 of Part 28 of Division 4 of Title 2 of the Education

(a) A career education consortium may be composed
14of school districts, county offices of education, charter schools,
15and community college districts. A career education consortium
16may be organized as a joint powers agency pursuant to Article 1
17(commencing with Section 6500) of Chapter 5 of Division 7 of
18Title 1 of the Government Code.

19(b) For purposes of participating in the Career Education
20Incentive Program established by this article, a career education
21consortium shall enter into an agreement among the local
22educational agencies participating in the consortium forbegin delete the purposeend delete

28(c) The funds appropriated in the annual Budget Act shall be
29available to career education consortia as a matching grant to
30accomplish any of the following:

31(1) In any of grades kindergarten to grades 1 to 5, inclusive, or
32kindergarten to grades 1 to 7, inclusive, career academies, funds
33may be expended for career awareness curriculum focused
34activities and projects that center on exposing pupils to career
35opportunities that include, but are not necessarily limited to,
36researching careers, job shadowing, visiting local industries, and
37guest speakers.

17(d) For its funding match, a career education consortium may
18use revenues from state, local, or private funding sources.

(a) Notwithstanding any other law, funds allocated
20pursuant to this article may be expended only to ensure the
21development and maintenance of a high-quality career education
22program.

23(b) As a condition of receipt of funds pursuant to this section,
24the governing board of each career education consortium shall do
25all of the following:

26(1) Develop a plan for establishing a sequence of courses.

27(2) Certify to the department that each sequence of courses
28specified in the plan required by this subdivision has been
29developed.

30(3) Report each new sequence of courses and each modification
31to existing sequences to the department no later than September
321 of the fiscal year in which the changes are implemented.

33(4) Certify to the department that each course within a sequence
34is aligned to the California Career Technical Education Standards
35for grades 7 to 12, inclusive.

36(5) Certify to the department that each course, where
37appropriate, is aligned to the Common Core State Standards.

38(c) A career education consortium receiving funds pursuant to
39this article shall collect and report data as required by the
P5    1department and through each participating local educational
2agency’s locally developed local control and accountability plan.

3(d) To determine the quality and effectiveness of a career
4education course of study or sequence of career education courses,
5the Superintendent shall incorporate into appropriate state adopted
6accountability measures a metric based on California career-ready
7standards and program quality indicators contained in the California
8State Plan for Career Technical Education.

9(e) A career education consortium shall collect and report
10annually to the governing boards of the member local educational
11agencies, including member community college districts, all of
12the following information:

13(b) The Superintendent shall apportion funds appropriated for
14purposes of this article to consortia that, as a condition of the
15receipt of funds, develop plans for establishing a sequence of
16courses in local educational agencies participating in the
17consortium that are aligned to the California Career Technical
18Education Model Curriculum Standards adopted pursuant to
19Section 51226 for grades 7 to 12, inclusive, and, where
20appropriate, aligned to the Common Core State Standards for
21California adopted pursuant to Sections 60605.8 and 60605.10.

22(c) In developing the grant program, the Superintendent shall
23consider requiring consortia, as a condition of the receipt of funds,
24to report annually to the governing boards of the member local
25educational agencies, including member community college
26districts, as applicable, the following information:

27(1) The number of industry-recognized certifications offered
28and the number of industry-recognized certifications that pupils
29complete.

30(2) The number of pupils that advance to a community college,
31state or private university, trade school, apprenticeship, or military.

32(3) The number of pupils that receive paid or unpaid internships
33or work opportunities in the pupil’s area of certification.

34(4) The number of career technical education classes a pupil
35completes that meet thebegin delete “A-G”end deletebegin insert “a-gend insertbegin insertend insert admission requirements of
36the University of California.

37(5) The number of pupils that are enrolled and participate in
38one or more career technical education classes.

2courses and programs of study that include a sequence of two or
3more career technical education courses.

4(7) The number of pupils who gain employment and the types
5of businesses in which those pupils are employed.

6(8) The number of pupils who participate in a career technical
7education pathway during grade 8 and the number of pupils
8continuing in the same or another career technical education
9pathway in grade 9.

(a) A career education consortium may receive state
11matching grants intended to leverage the impact of state resources

14educational agencies, community colleges, and private industry
15to develop a system of integrated and comprehensive programs

19(b) (1) Of the funds appropriated for that purpose, the
20Superintendent shall apportionbegin insert state matching grantsend insert to the school
21district, county office of education, charter school, community
22college district, or joint powers agency designated as the fiscal
23agent for a career education consortium established pursuant to
24Sectionbegin delete 52360 state matching grants in accordance with paragraphs
25(2) and (3).end delete

26(2) A career education consortium is eligible to receive a state
27matching grant equal to thebegin delete priorend deletebegin insert currentend insert school year actual
28expenditures made for the purposes and programs of a participating
29school district, county office of education, charter school, or
30community college district that support achieving goals for college
31and career readiness as described in a school district’s local control
32and accountability plan pursuant to subparagraph (C) of paragraph
33(4) of subdivision (d) of Section 52060, a county office of
34education’s local control and accountability plan pursuant to
35subparagraph (C) of paragraph (4) of subdivision (d) of Section
3652066, or a charter school’s plan pursuant to Section 47605,
3747605.6, or 47606.5, as applicable.

38(3) The matching grant that a career education consortium
39receives pursuant to paragraph (1) shall not exceed the sum of the

P7    1(d) of Section 42238.02 and the amounts received for
2apprenticeship programs bybegin delete ofend delete each of the local educational
3agencies that is a member of the career education consortium in
4the prior school year.

5(c) State matching funds may only be expended to further the
6purposes of this article in accordance with a plan annually adopted
7by the governing body of the career education consortium. The
8fiscal agent of the career education consortium shall provide to
9the governing body of the career education consortium no later
10than October 1 of each school year a report of the purposes and
11programs for which state matching funds were expendedbegin delete in the

and the amount expended for each purpose and
