To the Members of the California State Assembly:

I am returning Assembly Bill 1969 without my signature.

When viable, the University of California, California State
University and California Community Colleges have coordinated on
major information technology projects.

I prefer to maintain the current flexibility that allows the segments
to identify and pursue opportunities for joint projects when it
makes programmatic and fiscal sense.
