SUMMARY
This bill expands the membership of the California Horse Racing
Board (CHRB) from seven to eleven board members to include the
following nonvoting, ex-officio members: two Members of the
Senate appointed by the Senate Committee on Rules, and two
Members of the Assembly appointed by the Speaker of the
Assembly.
The bill provides that the legislative members serve terms of 2
years, with no limit on the number of terms that may be served,
makes the legislative members ineligible for committee
membership, and prohibits them from receiving per diem or
reimbursement for travel and other expenses.
FISCAL EFFECT
Insignificant costs to the CHRB to staff and administer the
additional ex-officio members.
COMMENTS
1) Purpose. According to the author, this bill is intended to
allow more legislative participation and oversight of the
CHRB. Currently, all board members are appointed by the
Governor, and make decisions that significantly affect local
communities through the allocation of racing dates. The
author further indicates that several boards and commissions
throughout the state have members that also serve in the
Legislature.

horse racing in California is vested in the CHRB. The board
currently consists of seven members appointed by the Governor.
Six of the current members were appointed or reappointed by
Governor Brown.
The CHRB is responsible for promulgating rules and regulations
for the control of horse racing and pari-mutuel wagering,
enforcing horse racing laws and regulations, and adjudicating
disputes arising under those laws and regulations. The board
licenses racing associations and the other participants in
horse racing and wagering, and sets racing dates for qualified
associations. CHRB is able to delegate authority to racing
stewards to effect horse racing laws and rules, and appoints
an executive director to carry out its policies.
