(1) Existing law provides funding for various career technical education programs, including regional occupational centers and programs, specialized secondary programs, partnership academies, and agricultural career technical education programs. Existing law establishes the Agricultural Career Technical Education Incentive Program, pursuant to which the Superintendent of Public Instruction is authorized to award grants to applicant school districts for purposes relating to agricultural career technical education programs.

This bill would appropriate the sum of $4,134,000 from the General Fund to the State Department of Education for purposes of funding the Agricultural Career Technical Education Incentive Program. The bill would also express various findings and declarations of the Legislature relating to agricultural career technical education.

(2) Funds appropriated by this bill would be applied toward the minimum funding requirements for school districts and community college districts imposed by Section 8 of Article XVI of the California Constitution.

Existing law establishes, within the State Department of Education, an agricultural career technical education unit to assist school districts in the establishment and maintenance of certain educational programs. Existing law requires the department to adopt rules and regulations relating to agricultural career technical education.

The Legislature finds and declares as follows:

2 (a) California, as the leading agriculture producing state in
3the nation for over 60 years, has a compelling interest in ensuring
4that its school system supports and promotes the continued
5development of innovative and thoughtful agricultural leaders.

6(b) The Agricultural Career Technical Education Incentive
7Program has given clear guidance and direction to school districts
8throughout California in developing and promoting high-quality
9program standards.

10(c) The Agricultural Career Technical Education Incentive
11Program has provided financial incentives for school districts to
12embark on a systematic and sustained process for improving the
13delivery and effectiveness of agricultural education throughout
14California.

15(d) The Future Farmers of America organization, which is
16integral to high school instruction, has long proven itself as an
17outstanding teaching strategy that promotes excellence in
18agriculture education for pupils throughout California. The goal
19of the California Future Farmers of America organization is to

2career success among its members.

3(e) The Future Farmers of America has a long and
4well-established tradition of providing meaningful, relevant
5leadership development experiences that have had a positive effect
6on the lives of thousands of pupils in their communities.

7(f) California’s reputation for leadership in a variety of
8innovative and expanding science, technology, engineering, and
9agricultural industries has been made possible through the
10availability of well-trained and educated personnel.

11(g) Cocurricular pupil leadership organizations enhance the
12classroom instruction process, provide opportunities to learn in
13a laboratory, and provide leadership training opportunities.

(a) The sum of four million one hundred thirty-four
15thousand dollars ($4,134,000) is appropriated from the General
16Fund to the State Department of Education, to be allocated for
17purposes of funding the Agricultural Career Technical Education
18Incentive Program (Article 7.5 (commencing with Section 52460)
19of Chapter 9 of Part 28 of Division 4 of Title 2 of the Education
20Code).

21(b) For purposes of making the computations required by
22Section 8 of Article XVI of the California Constitution, the funds
23appropriated pursuant to this section shall be deemed to be
24“General Fund revenues appropriated for school districts,” as
25defined in subdivision (c) of Section 41202 of the Education Code,
26for the 2014-15 fiscal year, and included within the “total
27allocations to school districts and community college districts
28from General Fund proceeds of taxes appropriated pursuant to
29Article XIII B,” as defined in subdivision (e) of Section 41202 of
30the Education Code, for the 2014-15 fiscal year.
