The Lanterman Developmental Disabilities Services Act requires the State Department of Developmental Services to enter into contracts with private nonprofit corporations to operate regional centers for the provision of community services and supports for persons with developmental disabilities and their families.
This bill would make technical, nonsubstantive changes to these provisions.

The people of the State of California do enact as follows:
Section 4620 of the Welfare and Institutions Code
2 is amended to read:
(a) In order for the state to carry out many of its
4responsibilities as established in this division, the state shall
5contract with appropriate agencies to provide fixed points of
6contact in the community for persons with developmental
7disabilities and their families, to the end that these persons may
P2 1have access to the services and supports best suited to them
2throughout their lifetime. It is the intent of the Legislature in
3enacting this division that the network of regional centers for
4persons with developmental disabilities and their families be
5accessible to every family in need of regional center services. It
6is the further intent of the Legislature that the design and activities
7of regional centers reflect a strong commitment to the delivery of
8direct service coordination and that
all other operational
9expenditures of regional centers are necessary to support and
10enhance the delivery of direct service coordination and services
11and supports identified in individual program plans.
12(b) The Legislature finds that the service provided to individuals
13and their families by regional centers is of such a special and
14unique nature that it cannot be satisfactorily provided by state
15agencies. Therefore,begin insert the state shall utilizeend insert private nonprofit
16community agenciesbegin delete shall be utilized by the stateend delete for the purpose
17of operating regional centers.
