           DIGEST  :    This bill requires the California Assessment of  
          Student Performance and Progress (CAASPP) to include the  
          California Alternate Performance Assessment (CAPA) being  
          administered in grades 2 to 11, inclusive, in English language  
          arts and mathematics and in grades 5, 8, and 10 in science,  
          until successor assessments for those subject matters are  
          implemented.  This bill also requires the Board of Education  
          (SBE) and the Department of Education (DOE) to submit, no later

          than February 1, 2015, a report to the appropriate committees of  
          the Legislature, school districts, county offices of education,  
          and charter schools on the status of the successor alternate   
           assessments in English language arts and mathematics and  
          science.  This bill, for the 2014-15 school year, requires each  
          local educational agency to administer the alternate field tests  
          in a manner determined by DOE in consultation with the president  
          or executive director of the SBE and requires DOE, with the  
          approval of the SBE and the Director of Finance, to amend the  
          assessment contract, as appropriate, to accommodate the  
          alternate assessment field testing and to allow for any  
          necessary studies using information collected from the field  
          tests.

           ANALYSIS  :    

          Existing law:

          1.Requires, under the federal Individuals with Disabilities  
            Education Act, students with exceptional needs, to participate  
            in statewide assessments with appropriate accommodations when  
            necessary, and requires students who are unable to participate  
            in the assessments, even with accommodations, to be given an  
            alternate assessment.  The CAPA meets this requirement.

          2.Establishes the Measurement of Academic Performance and  
            Progress to include all of the following:

             A.   A consortium summative assessment in English language  
               arts (ELA) and mathematics for grades 3 to 8 and grade 11  
               that measures the common core standards.

             B.   Science grade level assessments in grades 5, 8, and 10  
               that measure the prior science standards until a successor  
               assessment that is aligned to the Next Generation Science  
               Standards is implemented.

             C.   The CAPA in grades 2-11 in ELA and mathematics, and  
               science in grades 5, 8, and 10 that measure the prior  
               science standards until a successor assessment that is  
               aligned to the Next Generation Science Standards is  
               implemented.

             D.   The Early Assessment Program.

             E.   A primary language assessment.

          This bill:

          1.Requires the CAASPP to include the CAPA being administered in  
            grades 2 to 11, inclusive, in ELA and mathematics and in  
            grades 5, 8, and 10 in science, until successor assessments  
            for those subject matters are implemented. 

          2.Requires the SBE and DOE to submit, no later than February 1,  
            2015, a report to the appropriate committees of the  
            Legislature, school districts, county offices of education,  
            and charter schools on the status of the successor alternate   
             assessments in ELA and mathematics and science. 

          3.Requires, for the 2014-15 school year, each local educational  
            agency to administer the alternate field tests in a manner

            assessment contract, as appropriate, to accommodate the

          According to the Senate Appropriations Committee:

           CAPA:  Eliminating the ELA and mathematics assessments will  
            make $1.1 million (General Fund) available to use toward a  
            consortium alternate performance assessment.  (The remaining  
            $1.1 million allocated to the CAPA in the 2041 Budget Act will  
            still be used to administer the science assessment).

           Up to $70 million in one-time costs to CDE to develop or  
            contract to develop an alternate performance assessment  
            aligned to the Common Core Standards.
