SUMMARY
This bill authorizes employers in the car washing and polishing
industry to submit their required application for registration,
fees and supporting documentation online. Specifically, this
bill:
1)Requires the Labor Commissioner to develop and provide a
registration form for car wash employers that may be completed
online, and provide for payment of fees electronically on the
website of the Department of Industrial Relations.
2)Provides the required copies of workers' compensation
insurance policies, registration fees, and surety bonds may be
filed electronically.
3)Provides that proof of registration shall be available in a
form that may be printed from the website of the Department of
Industrial Relations.
FISCAL EFFECT
General Fund costs in the range of $200,000 to $400,000 to DIR
to develop and provide an online registration form.
COMMENTS
Purpose . This bill seeks to modernize the registration process
for the car washing and polishing industry by allowing employers
to submit their required application for registration, fees and
supporting documentation online. The sponsors of the bill, the
Western Carwash Association (WCA), states that this bill will
provide carwashes with an updated means by which to provide the

Labor Commissioner the information required for annual
registration requirements. WCA states its membership
predominately consists of small and medium sized businesses and
by allowing its members to register online, this bill will
enable them to reduce costs, ensure receipt and increase
compliance.
