SUMMARY
This bill revises the reporting requirements for urban water
management plans (UWMP). Specifically, this bill:
1)Creates different mandatory demand management measure (DMM)
reporting requirements for urban retail water suppliers and
urban wholesale water suppliers.
2)Reduces the list of DMMs in a UWMP required to be reported
from 14 separate items into seven broader categories.
3)Requires an urban retail water supplier to provide a
description of the nature and extent of DMMs implemented to
achieve the required statewide water reductions as specified.
4)Requires an urban wholesale water supplier to report on a
subset of DMM categories as well as provide a description of
its distribution system asset management and wholesale
supplier assistance programs.

COMMENTS
1)Background and Purpose. Urban water suppliers are required to
prepare and adopt an UWMP for submission to the Department of
Water Resources (DWR) including any DMMs.
DMMs are policies or investments by a water supplier to

achieve efficient water use. Examples include landscape
conservation incentives, appliance rebates, consumer education
and water prevention ordinances.
An urban water supplier will not be eligible for state water
management grants or loans after July 1, 2016 unless DMMs and
reduction targets comply with the state mandated 20% reduction
in water use by 2020.
DWR convened a task force to provide recommendations to the
Legislature for improving DMM adoption, implementation and
reporting requirements under the UWMP. The task force
released a draft report in 2013 that found the 14 DMMs and
their reporting requirements were outdated and did not reflect
technological and water management improvements. This bill
implements the task force's recommendations to focus DMM
reporting on six best management practices and an "other"
category.
