Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of public postsecondary education in this state. Existing law requires the board of governors to adopt regulations concerning the minimum qualifications for employment in the community colleges as an apprenticeship instructor.
end insertbegin insertThis bill would provide additional ways for a person to satisfy the minimum qualifications required to serve as an apprenticeship instructor teaching a credit apprenticeship course at a community college.
end insertExisting law, the Trial Jury Selection and Management Act, governs the selection of jurors and the formation of trial juries for both civil and criminal cases. Existing law requires a trial judge to examine prospective jurors, and, upon completion of the judge’s examination, grants counsel for each party the right to examine, by oral and direct questioning, any prospective juror in order to enable counsel to intelligently exercise peremptory challenges and challenges for cause.
end deleteExisting law requires that jurors be admonished that they may not discuss the case, conduct research, or disseminate information in connection with the trial. Under existing law the prohibitions on conversation, research, and dissemination of information apply to all forms of electronic and wireless communication.

(a) In addition to the minimum qualifications for
4service as an apprenticeship instructor teaching a credit
5apprenticeship course adopted by the board of governors pursuant
6to Section 87356, a person may also satisfy the minimum
7qualifications for service as an apprenticeship instructor teaching
8a credit course by satisfying one or more of the following:
9(1) The person has served as an apprenticeship instructor since
10January 1, 1993, if the service was authorized pursuant to minimum
11qualifications in effect at the time of hire.
12(2) The person has six years of occupational experience in the
13subject matter area to be taught, a journeyman’s certificate in the
14subject matter area
to be taught, and shall have completed, within
15two years of being hired as an apprenticeship instructor, 12
16semester units of degree-applicable college level course work.
17(3) The person has six years of occupational experience in the
18subject matter area to be taught, a journeyman’s certificate in the
19subject matter area to be taught, and has completed 60 hours of
20professional education in classroom techniques and instructional
21development. If the person has not completed 60 hours of
22professional education in classroom techniques and instructional
23development, the person may be hired as an apprenticeship
24instructor on the condition that the person complete 60 hours of
P3 1professional education in classroom techniques and instructional
2development within two years of being hired.
3(4) The person has six years of occupational experience in the
4subject matter area to be taught, a
journeyman’s certificate in the
5subject matter area to be taught, and possesses a vocational or
6career technical education teaching credential.
7(b) A person may satisfy the minimum qualifications for service
8as an apprenticeship instructor teaching a credit course if a
9committee composed of members from a Joint Apprenticeship
10Training Committee at the community college relevant to the
11subject matter area to be taught and career technical education
12faculty at the community college determines that the person
13possesses qualifications that are at least equivalent to any set of
14minimum qualifications for service as an apprenticeship instructor.
Section 238 is added to the Code of Civil
16Procedure, to read:
(a) As used in this section, “social media” means an
18electronic service or account, or electronic content, including, but
19not limited to, videos, still photographs, blogs, video blogs,
20podcasts, instant and text messages, email, online services or
21accounts, or Internet Web site profiles or locations.
22(b) A court shall not require or request a juror or prospective
23juror to do any of the following:
24(1) Disclose a username or password for the purpose of
25accessing personal social media.
26(2) Access personal social media in the presence of the judge,
27counsel for either party, or any other officer of the court.
