Bill Summary: AB 2012 would require the Board of Registered
Nursing, the Physician Assistant Board, the Respiratory Care
Board, and the Board of Vocational Nursing and Psychiatric
Technicians to collect specific demographic information from
licensees.
Fiscal Impact: One-time costs of about $130,000 for
modifications to the computer software used to process licensing
applications (various special funds).
Background: Under current law, the Board of Registered Nursing,
the Physician Assistant Board, the Respiratory Care Board, and
the Board of Vocational Nursing and Psychiatric Technicians
license and regulate those specific allied health professionals.
Under current law and practice, these boards do not routinely
collect demographic data relating to ethnicity or languages
spoken.
Under current law, the Medical Board of California and the
Dental Board collect information from licensees on race,
ethnicity, and languages spoken. The Office of Statewide Health
Planning and Development uses this information, amongst other
data sources, to analyze and report on the state's health care
workforce needs.
Proposed Law: AB 2012 would require the Board of Registered
Nursing, the Physician Assistant Board, the Respiratory Care
Board, and the Board of Vocational Nursing and Psychiatric
Technicians to collect specific demographic information from
licensees.

The bill would require the impacted boards to collect
information on the licensee's location of practice, type of
primary practice site, race or ethnicity, gender, languages
spoken, and educational background.
The bill would require the impacted boards to transmit the
collected data to the Office of Statewide Health Planning and
Development.
