Existing law requires the Governor to submit to the Legislature, in conjunction with his or her annual budget proposal, a proposed 5-year infrastructure plan that identifies state infrastructure needs and sets out priorities for funding. Existing law requires the plan to be sufficiently detailed to provide a clear understanding of the type and amount of infrastructure to be funded and the programmatic objectives to be achieved by this funding approach.
This bill would make a nonsubstantive change to this provision.

The people of the State of California do enact as follows:
Section 13100 of the Government Code is
2amended to read:
It is the intent of the Legislature in enacting this article
4that the state shall establish and annually update a five-year plan
5for funding infrastructure. The plan shall include input by the
6Legislature as provided in Section 13104. The plan shall identify
7state infrastructure needs and set out priorities for funding. The
P2 1plan need not identify specific infrastructure projects to be funded,
2butbegin delete itend delete shall be sufficiently detailed to provide a clear understanding
3of the type and amount of infrastructure to be funded and the
4programmatic objectives to be achieved by this funding. The plan
5is intended to complement the existing state budget process for
6appropriating funds for infrastructure by providing a
7comprehensive guideline
for the types of projects to be funded
8through that process.
