Existing law creates various state agencies and authorizes certain of those agencies to regulate the operations of businesses.

This bill would express the intent of the Legislature to enact legislation that would enhance and advance opportunities for the development of the biotechnology sector in this state.

The people of the State of California do enact as follows:
