SUMMARY : Establishes the Business Filing Coordination Council
(BFCC) within the Secretary of State's (SOS) office.

          The Senate amendments :

          1)Add a coauthor.

2)Make minor clarifying changes to legislative intent language.

EXISTING LAW requires business entities to file various
documents with the SOS when they form, have major changes, or
          dissolve.

FISCAL EFFECT : According to the Senate Appropriations
Committee, first year costs of approximately $50,000 for the SOS
to make Web site modifications and provide staff support to the
BFCC. Ongoing SOS staffing costs of approximately $46,000
annually (1/2 personal year equivalent) to support the BFCC and
          generate reports. (Business Fees Fund)

          GOVERNOR'S VETO MESSAGE :

Coordination Council within the Secretary of State to solicit
          feedback regarding business filings.

                                                                  AB 2221

                                                                  Page 2

"The Secretary of State has already established an advisory
committee, the Business Filers User Group, for interested
parties to provide feedback on the current business filing
process and the creation of the new automated system, California
          Business Connect.

          A duplicative council is unnecessary."
