To the Members of the California State Assembly:

I am returning Assembly Bill 2221 without my signature.

This bill establishes a seven-member Business Filing Coordination
Council within the Secretary of State to solicit feedback regarding
business filings.

The Secretary of State has already established an advisory committee,
the Business Filers User Group, for interested parties to provide
feedback on the current business filing process and the creation of
the new automated system, California Business Connect.

A duplicative council is unnecessary.
