AB 2265, as amended, Weber. California State University: educational opportunity program.

Existing law establishes the California State University, and authorizes the operation of its various campuses under the administration of the Trustees of the California State University. Existing law, the California State University Educational Opportunity Act, provides educational assistance and grants for undergraduate study at the California State University to students who are economically disadvantaged or educationally and economically disadvantaged, but who display potential for success in accredited curricula offered by the university. The act sets grant eligibility criteria and, when the recipient is an enrollee in a special educational opportunity program approved by the trustees, provides that the state university campus sponsoring the program receives from the trustees specified reimbursement.

This bill would make nonsubstantive changes to the provisions of the act relating to grant eligibility and sponsoring campus reimbursement.

This bill would require the California State University to provide a direct link to information and application forms for the educational opportunity program approved by the trustees on the online version of the California State University Mentor Application, and to attach an informational brochure for this program to its electronic and printed application forms for undergraduate admission. The bill would require, when the California State University next revises this mentor application following the bill’s enactment, that the revised electronic and printed forms of the mentor application include a description of the educational opportunity program approved by the trustees.

(a) For an educational opportunity program
established pursuant to this article, the California State University
shall do all of the following:

(1) The California State University shall provide a direct link
to information and application forms for the educational
opportunity program on the online version of the California State
University Mentor Application.

(2) The California State University shall attach an informational
brochure concerning the educational opportunity program to the
electronic and printed application forms for undergraduate
admission to the California State University.

(3) When the California State University next revises the
California State University Mentor Application following the
enactment of this statute, the California State University shall add
a description of the educational opportunity program to the revised
electronic and printed forms of the mentor application.

(b) For purposes of this section, “California State University
Mentor Application” refers to the mentor application provided
for on the California State University Internet Web site.

SECTION 1.  

Section 89252 of the Education Code is amended
to read:

89252.  

(a) California State University Educational Opportunity
Program grants may be awarded to persons selected for enrollment
in programs authorized by the trustees according to the procedures
established by the trustees.

(b) To be eligible for a grant, a person shall satisfy all of the
following requirements:

(1) The person is a resident of this state.

(2) The person is a high school graduate or has, pursuant to the
procedures, equivalent qualifications.

(3) The person has been nominated by his or her high school or
community college, the Veterans Administration, a state agency
or educational agency designated by the trustees, or a state
university president.

(c) The trustees shall determine eligibility for grants awarded
pursuant to this article.

(d) The grants may be granted and renewed according to
standards set by the trustees until the student has received a
baccalaureate degree or has completed five academic years,
whichever occurs first. In special circumstances, as in the case of
illness, military service, or family hardship, the trustees may renew
the grant beyond the fifth year of study, provided the student has
not received a baccalaureate degree.

(e) If the recipient is an enrollee in a special educational
opportunity program approved by the trustees, for the purposes of
this article, the state university sponsoring the program shall receive
from the trustees reimbursement of up to sixty dollars ($60) per
month per enrollee up to 12 months’ support.
