Existing law requires the Department of Fish and Wildlife to prepare a plan for the management of wild pigs to determine the status and trend of wild pig populations and to designate management units within the state. Existing law requires the department, in preparing the plan, to consider available, existing information and literature relative to wild pigs.

This bill would require the department to conduct a study on the wild pig population in California that includes in its recommendations solutions to mitigate the wild pig population.

The California Constitution establishes the 5-member Fish and Game Commission, with members appointed by the Governor and approved by the Senate. Existing law requires the commissioners to annually elect one of their number as vice president. Existing law prohibits the vice president to serve more than 2 consecutive years.

SECTION 1.  

Section 102 of the Fish and Game Code is
5amended to read:

102.  

(a) The commissioners shall annually elect one of their
7number as president and one as vice president, by a concurrent
8vote of at least three commissioners.

9(b) No president shall serve more than two consecutive years.

10(c) The president or vice president may be removed from the
11position of president or vice president by a vote, at any time, of at
12least three commissioners.

13(d) In the event of a vacancy in either the position of president
14or vice president, the commission shall fill that vacancy at the next
15regularly scheduled meeting of the commission. The elected
16successor president or vice president shall serve for the unexpired
17term of the predecessor until the annual election pursuant to
18subdivision (a).

19(e) Except as provided in subdivision (b), the commission may
20not adopt or enforce a policy or a regulation that provides for the
21president and vice president to be chosen by seniority nor may the
22commission adopt or enforce any other policy or regulation that
23would make a commissioner ineligible to be elected as president
24or vice president of the commission.
