SUMMARY
This bill requires the California Health Benefit Exchange
(Exchange) to prepare a quarterly report that provides various
statistics related to applications, enrollees, and disenollments
under individual health plans purchased through the Exchange.
FISCAL EFFECT
Negligible state fiscal effect.
COMMENTS
1)Purpose . According to the author, this bill creates
transparency by allowing public review of detailed data
including enrollees by age, ethnicity, gender, income level,
level of benefits purchased, and geographic region in
California. The author asserts that it is also important to
examine those who have disenrolled from coverage, the reasons
why they disenrolled, and whether there are any barriers that
are inherent to the Exchange.
2)Background . The Exchange currently releases monthly
enrollment statistics that include most of the information
this bill requires, with the exception of disenrollments and
specific income levels.
