An act relating to school finance.

LEGISLATIVE COUNSEL’S DIGEST

AB 2319, as introduced, Bonilla. School finance: innovation, training, and technology block grant.

Existing law establishes a public school financing system that requires state funding for county superintendent of schools, school districts, and charter schools to be calculated pursuant to a local control funding formula, as specified. Existing law also establishes various educational programs for which funding is provided for specific educational purposes.

This bill would express the Legislature’s intent to enact legislation that would create an innovation, training, and technology block grant that would authorize a school district, county office of education, or charter school, for the 2014-15 fiscal year, to expend block grant funds for specified purposes, including, among others, professional development for teachers, administrators, and paraprofessional educators that is aligned with the common core academic content standards.

Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no.

The people of the State of California do enact as follows:

SECTION 1.  

It is the intent of the Legislature to enact
2legislation that would create an innovation, training, and technology
P2    1block grant that would, for the 2014-15 fiscal year, authorize a
2school district, county office of education, or charter school to
3expend block grant funds for any of the following purposes:

4(a) Professional development for teachers, administrators, and
5paraprofessional educators that is aligned with the common core
6academic content standards.

7(b) Technology, hardware, or software.

8(c) Science, Technology, Engineering, and Mathematics (STEM)
9programs.

10(d) Career technical education.

11(e) Instructional materials.
