Existing law requires the Academic Content Standards Commission to develop, and the State Board of Education to adopt or reject, academic content standards in language arts and mathematics that are internationally benchmarked and built toward college and career readiness by high school graduation, and requires at least 85% of these standards to be the common core academic content standards developed by the Common Core State Standards Initiative consortium or any association or related interstate collaboration, except as specified.

This bill would establish the Innovation, Training, and Common Core Implementation Fund Act, to be implemented if funds are received in the annual Budget Act or another statute, as specified. The bill would require the Superintendent of Public Instruction to allocate funds for the 2014-15 fiscal year to local educational agencies for specified purposes relating to the integration of common core academic content standards in schools, including, among others, the professional development of teachers, administrators, and paraprofessional educators. The bill would require a local educational agency that receives funds to meet specified requirements, including reporting detailed expenditure information to the State Department of Education, and would require the department to summarize and submit the information to the appropriate budget subcommittees and policy committees of the Legislature on or before July 3, 2016.

Existing law establishes a public school financing system that requires state funding for county superintendent of schools, school districts, and charter schools to be calculated pursuant to a local control funding formula, as specified. Existing law also establishes various educational programs for which funding is provided for specific educational purposes.

This bill would express the Legislature’s intent to enact legislation that would create an innovation, training, and technology block grant that would authorize a school district, county office of education, or charter school, for the 2014-15 fiscal year, to expend block grant funds for specified purposes, including, among others, professional development for teachers, administrators, and paraprofessional educators that is aligned with the common core academic content standards.

This article shall be known, and may be cited, as the
9Innovation, Training, and Common Core Implementation Fund
10Act.

(a) For purposes of implementing the common core
12academic content standards adopted pursuant to Sections 60605.8,
1360605.85, as that section read on June 30, 2014, and 60811.3, as
14that section read on June 30, 2013, there is hereby established the
15Innovation, Training, and Common Core Implementation Fund.
16It is the intent of the Legislature that local educational agencies
P3    1use funds allocated pursuant to subdivision (b) to support the
2integration of common core academic content standards in
3instruction for kindergarten and grades 1 to 12, inclusive, for
4purposes of establishing quality instructional programs for all
5pupils.

6(b) For the 2014-15 fiscal year, subject to subdivision (d), the
7Superintendent shall allocate funds to local educational agencies
8on the basis of prior year enrollment. The allocated funds shall
9be available for encumbrance through the 2015-16 fiscal year.

10(c) A local educational agency shall expend funds allocated
11pursuant to this section for any of the following purposes:

12(1) Professional development for teachers, administrators, and
13paraprofessional educators that is aligned to the common core
14academic content standards adopted as specified in subdivision
15(a).

16(2) Integration of the common core academic content standards
17through technology-based instruction for purposes of improving
18the academic performance of pupils, including, but not limited to,
19administering computer-based assessments.

20(3) Infrastructure upgrades to increase Internet bandwidth.

21(4) Science, technology, engineering, arts, and mathematics
22(STEAM) programs.

23(5) Career technical education.

24(6) Instructional materials aligned to the common core academic
25content standards adopted pursuant to Sections 60605.8, 60605.85,
26as that section read on June 30, 2014, and 60811.3, as that section
27read on June 30, 2013, including, but not limited to, supplemental
28instructional materials as provided in Sections 60605.86, 60605.87,
29and 60605.88, as those sections read on June 30, 2014.

30(d) As a condition of receiving funds allocated pursuant to this
31section, the governing board or body of the local educational
32agency shall do both of the following:

33(1) Develop and adopt a plan delineating how funds allocated
34pursuant to this section shall be spent. The plan shall be explained
35in a regularly scheduled public meeting of the governing board
36or body of the local educational agency before its adoption in a
37subsequent regularly scheduled public meeting.

38(2) On or before January 1, 2016, report detailed expenditure
39information to the department, including, but not limited to, specific
40purchases made and the number of teachers, administrators, or
P4    1paraprofessional educators that received professional development.
2The department shall determine the format for this report.

3(e) The department shall summarize the information reported
4pursuant to paragraph (2) of subdivision (d) and shall submit the
5summary to the appropriate budget subcommittees and policy
6committees of the Legislature on or before July 3, 2016.

7(f) The requirement for submitting a report imposed under
8subdivision (e) is inoperative on January 1, 2019, pursuant to
9Section 10231.5 of the Government Code.

SECTION 1.
