An act to add Chapter 5.6 (commencing with Section 8400) to Division 1 of Title 2 of the Government Code, relating to the California Service Corps.

AB 2328, as introduced, John A. Pérez. California Service Corps.

Under existing law, by executive order, CaliforniaVolunteers is established in the Governor’s Office and is charged with overseeing programs and initiatives for service and volunteerism.

This bill would establish the California Service Corps (CSC) in the state government, to be administered by CaliforniaVolunteers and operate under the existing federal AmeriCorps program guidelines. This bill would require that CSC members be determined through an application process for eligible California college graduates with student loan debt, as specified. This bill would allow California cities, counties, and other municipalities to apply to CaliforniaVolunteers, through a competitive request for proposal process, to host one or more CSC members. This bill would provide that the CSC’s purpose is to assist local governments in implementing priorities detailed in the request for proposal.

SECTION 1.  

Chapter 5.6 (commencing with Section 8400) is

8400.  

(a)  The California Service Corps (CSC) is hereby
7established to be administered by CaliforniaVolunteers, as
8established by Executive Order S-24-06. The CSC shall operate
9under the existing federal AmeriCorps program guidelines.

10(b) CSC members shall be determined through an application
11process. Eligibility will be based on the existing qualifications
12required for AmeriCorps members and all of the following:

13(1) The applicant shall have an associate or a bachelors degree.

14(2) The applicant shall provide proof of incurred student loan
15debt.

16(3) The applicant shall be 21 years of age or older.

17(4) The applicant shall provide proof of two or more years of
18continuous California residency.

19(c) Cities, counties, and other municipalities of the state may
20apply to CaliforniaVolunteers, through a competitive request for
21proposal process, to host one or more CSC members. The purpose
22of the CSC is to assist local governments in implementing priorities
23detailed in the request for proposal.

24(d) CaliforniaVolunteers is authorized to solicit and accept
25private funding to help supplement the costs of the CSC. These
26private funding sources may include, but are not limited to,
27foundations, corporate funding, crowd funding, donation drives,
28or any other sources of private investment that may be available.
