Under existing law, by executive order, CaliforniaVolunteers is established in the Governor’s Office and is charged with overseeing programs and initiatives for service and volunteerism.
This bill would establishbegin delete the California Service Corps (CSC)end deletebegin insert California AmeriCorpsend insert in the state government, to be administered by CaliforniaVolunteers and operate under the existing federal AmeriCorps program guidelines. This bill would require thatbegin delete CSCend deletebegin insert California AmeriCorpsend insert members
be determined through an application process for eligiblebegin delete Californiaend delete college graduates with student loan debt, as specified. This bill would allowbegin delete California cities, counties, and other municipalitiesend deletebegin insert a city, county, or special districtend insert to applybegin insert individually, in partnership with a nonprofit entity, or with a city, county, or special district,end insert to CaliforniaVolunteers, through a competitive request for proposal process, to host one or morebegin delete CSCend deletebegin insert California AmeriCorpsend insert
members. This bill would provide thatbegin delete the CSC’send deletebegin insert
California AmeriCorpsend insertbegin insert’end insert purpose is to assist local governments in implementing priorities detailed in the request for proposal.

Chapter 5.6 (commencing with Section 8400) is
2added to Division 1 of Title 2 of the Government Code, to read:

9CaliforniaVolunteers, as established by Executive Order S-24-06.

11federal AmeriCorps program guidelines.
12(b) begin deleteCSC end deletebegin insertCalifornia AmeriCorps end insertmembers shall be determined
13through an application process. Eligibility will be based on the
14existing qualifications required for AmeriCorps members and all
15of the following:
16(1) The applicant shall have an associate or abegin delete bachelorsend delete
17begin insert baccalaureateend insert degree.
18(2) The applicant shall provide proof of incurred student loan
19debt.
20(3) The applicant shall be 21 years of age or older.
21(4) The applicant shall provide proof of two or more years of
22continuous California residency.
23(c) begin deleteCities, counties, and other municipalities of the state may begin insertA city, county,
24apply to CaliforniaVolunteers, through a competitive request for
25proposal process, to host one or more CSC members. end delete

35AmeriCorps.end insert These private funding sources may include, but are

2donation drives, or any other sources of private investment that
3may be available.
