An act to add Chapter 5.6 (commencing with Section 8400) to Division 1 of Title 2 of the Government Code, relating to California AmeriCorps.

Under existing law, by executive order, CaliforniaVolunteers is established in the Governor’s Office and is charged with overseeing programs and initiatives for service and volunteerism.

This bill would establish California AmeriCorps in the state government, to be administered by CaliforniaVolunteers and operate under the existing federal AmeriCorps program guidelines. This bill would require that California AmeriCorps members be determined through an application process for eligible college graduates with student loan debt, as specified. This bill would allow a city, county, or special district to apply individually, in partnership with a nonprofit entity, or with a city, county, or special district, to CaliforniaVolunteers, through a competitive request for proposal process, to host one or more California AmeriCorps members. This bill would provide that California AmeriCorps’ purpose is to assist local governments in implementing priorities detailed in the request for proposal.begin insert The bill would prohibit the use of General Fund moneys in support of the program.end insert

8400.  

(a) California AmeriCorps is hereby established to be
7administered by CaliforniaVolunteers, as established by Executive
8Order S-24-06. California AmeriCorps shall operate under the
9existing federal AmeriCorps program guidelines.

10(b) California AmeriCorps members shall be determined through
11an application process. Eligibility will be based on the existing
12qualifications required for AmeriCorps members and all of the
13following:

14(1) The applicant shall have an associate or a baccalaureate
15degree.

16(2) The applicant shall provide proof of incurred student loan
17debt.

18(3) The applicant shall be 21 years of age or older.

19(4) The applicant shall provide proof of two or more years of
20continuous California residency.

21(c) A city, county, or special district may apply individually, in
22partnership with a nonprofit entity, or with a city, county, or special
23district to CaliforniaVolunteers, through a competitive request for
24proposal process, to host one or more California AmeriCorps
25members. The purpose of California AmeriCorps is to assist local
26governments in implementing priorities detailed in the request for
27proposal.

28(d) CaliforniaVolunteers is authorized to solicit and accept
29private funding to help supplement the costs of California
30AmeriCorps. These private funding sources may include, but are
31not limited to, foundations, corporate funding, crowd funding,
32donation drives, or any other sources of private investment that
