An act to amend Section 3070 of the Labor Code, relating to the California Apprenticeship Council.

Existing law establishes in the Division of Apprenticeship Standards a California Apprenticeship Council, specifies its membership, and establishes the amount of reimbursement to a member for his or her attendance at a specified meeting or hearing together with his or her actual and necessary travel expenses incurred in connection with that meeting or hearing.

This bill would make a nonsubstantive change to that provision.

The people of the State of California do enact as follows:

SECTION 1.  

Section 3070 of the Labor Code is amended to

There isbegin insert establishedend insert in the Division of Apprenticeship
4Standards the California Apprenticeship Council, which shall be
5appointed by the Governor, composed of six representatives each
6from employers or employer organizations and employee
7organizations, that sponsor apprenticeship programs under this
P2    1chapter, respectively, geographically selected, and of two
2representatives of the general public. The Director of Industrial
3Relations, or his or her permanent and best qualified designee, and
4the Superintendent of Public Instruction, or his or her permanent
5and best qualified designee, and the Chancellor of the California
6Community Colleges, or his or her permanent and best qualified
7designee, shall also be members of the California Apprenticeship
8Council. The chairperson shall be elected by vote of the California
9Apprenticeship Council. Beginning with appointments in 1985,
10three representatives each of employers and employees, and one
11public representative shall serve until January 15, 1989. In 1987,
12three representatives each of the employers and employees, and
13one public representative shall serve until January 15, 1991. Any
14member whose term expires on January 15, 1986, shall continue
15to serve until January 15, 1987. Thereafter each member shall
16serve for a term of four years. Any member appointed to fill a
17vacancy occurring prior to the expiration of the term of his or her
18predecessor shall be appointed for the remainder of that term. Each
19member of the council shall receive the sum of one hundred dollars
20($100) for each day of actual attendance at meetings of the council,
21for each day of actual attendance at hearings by the council or a
22committeebegin delete thereofend delete pursuant to Section 3082, and for each day of
23actual attendance at meetings of other committees established by
24the council and approved by the Director of Industrial Relations,
25together with his or her actual and necessary traveling expenses
26incurred in connection therewith.
