To the Members of the California State Assembly:

I am returning Assembly Bill 2467 without my signature.

This bill would require the Department of Resources Recycling and
Recovery to make Plastic Market Development Payments to both product
manufacturers and certified plastic recyclers.

Eliminating the department's discretionary authority to choose
payment recipients hinders its ability to respond to changes in
plastic recycling markets.
