The people of the State of California do enact as follows:
The Legislative Analyst’s Office, on or before
2December 1, 2015, shall provide the Legislature with a cost-benefit
3analysis regarding various potential changes to the length or
4structure of school days or school years in public elementary and
5secondary schools with the objective of providing increased
6educational benefits and improved life outcomes to disadvantaged
7and underperforming pupils. The analysis shall weigh the potential
8benefits of these improvements compared to the potential costs of
9the improvements, including, but not limited to, increased school
10operating costs for personnel and facilities, and
may propose
11creative solutions in that regard. The analysis shall specifically
12consider the decline in academic achievement occurring each year
13during the summer vacation period from interruption of instruction.
The heading of Article 7 (commencing with
15Section 66070) of Chapter 2 of Part 40 of Division 5 of Title 3 of
16the Education Code, as added by Section 32 of Chapter 758 of the
17Statutes of 1995, is amended and renumbered to
read:

It is the intent of the Legislature to monitor the
24performance of the University of California, the California State
25University, and the California Community Colleges in each of the
26following areas:
27(a) Diversification of student bodies.
28(b) Improved student transfer rates.
29(c) Improved student retention rates.
30(d) Diversification of faculty, nonfaculty academic staff, and
31administrative positions.
