An act to amend Section 66072 of, and to amend and
renumber the heading of Article 7 (commencing with Section 66070) of
Chapter 2 of Part 40 of Division 5 of Title 3 of, the Education Code,
relating to postsecondary
elementary and secondary education.

Existing law prescribes the minimum number of school days per year
for public schools.
This bill would require the Legislative Analyst's Office, by
December 1, 2015, to provide the Legislature with a cost-benefit
analysis regarding various potential changes to the length or
structure of school days or school years in public elementary and
secondary schools with the objective of providing increased
educational benefits and improved life outcomes to disadvantaged and
underperforming pupils, as specified.
Existing law establishes the University of California, the
California State University, and the California Community Colleges as
the 3 segments of public postsecondary education in this state.
Existing law, known as the Higher Education Assessment Act of 1990,
among other things, expresses the intent of the Legislature to
monitor the performance of the University of California, the
California State University, and the California Community Colleges in
several designated areas.
This bill would make nonsubstantive changes in the Higher
Education Assessment Act of 1990.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. The Legislative Analyst's Office, on or
before December 1, 2015, shall provide the Legislature with a
cost-benefit analysis regarding various potential changes to the
length or structure of school days or school years in public
elementary and secondary schools with the objective of providing
increased educational benefits and improved life outcomes to
disadvantaged and underperforming pupils. The analysis shall weigh
the potential benefits of these improvements compared to the
potential costs of the improvements, including, but not limited to,
increased school operating costs for personnel and facilities, and
may propose creative solutions in that regard. The analysis shall
specifically consider the decline in academic achievement occurring
each year during the summer vacation period from interruption of
instruction.
SECTION 1. The heading of Article 7 (commencing
with Section 66070) of Chapter 2 of Part 40 of Division 5 of Title 3
of the Education Code, as added by Section 32 of Chapter 758 of the
Statutes of 1995, is amended and renumbered to read:
Article 6.5. Higher Education Assessment Act of 1990
SEC. 2. Section 66072 of the Education Code is
amended to read:
66072. It is the intent of the Legislature to monitor the
performance of the University of California, the California State
University, and the California Community Colleges in each of the
following areas:
(a) Diversification of student bodies.
(b) Improved student transfer rates.
(c) Improved student retention rates.
(d) Diversification of faculty, nonfaculty academic staff, and
administrative positions.
(e) As a part of program review, enhanced student learning, as
demonstrated through mechanisms designed to explore improvements in
knowledge, skills, and abilities.
