Existing law establishes the Natural Resources Agency consisting of various entities, departments, and boards, including the Department of Water Resources, the California Coastal Commission, the State Energy Resources Conservation and Development Commission, the State Lands Commission, the San Francisco Bay Conservation and Development Commission, and the State Coastal Conservancy.
This bill would require, on or before January 1, 2016, the Natural Resources Agency, in collaboration with the Ocean Protection Council, to create, updatebegin delete monthly,end deletebegin insert quarterly,end insert and post on its Internet Web site a Planning for Sea Level Rise Database describing steps being taken
throughout the state to prepare for, and adapt to, sea level rise. The bill would require various public agencies and private entities to providebegin insert to the agencyend insert, by July 1, 2015, and, beginning January 1, 2016, on abegin delete monthlyend deletebegin insert quarterlyend insert basis thereafter,begin insert sea level rise planningend insert informationbegin delete to the Natural Resources Agency to be included in the database, including descriptions of projectsend deletebegin insert, as defined,end insert thatbegin delete address or prepare
for sea level rise that areend deletebegin insert isend insert under the control or jurisdiction of the publicbegin delete agencyend deletebegin insert agenciesend insert or privatebegin delete entityend deletebegin insert entitiesend insert. The bill would require thebegin delete Natural Resources Agencyend deletebegin insert
agencyend insert tobegin insert determine which information is necessary for inclusion in the database and toend insert organize the database by geographic region and provide an entry for each city, county, and city and county within the coastal zone and San Francisco Bay area.

It is the intent of the Legislature that the Planning for
8Sea Level Rise Database provide the public with an educational
9tool that will enable parties to view up-to-date information from
10a single, centrally located source about actions taken by cities,
11counties, cities and counties, regions, and public and private
12entities to address sea level rise.
For purposes of this division, “sea level rise planning
14information” means studies, programs, modeling, mapping,
15cost-benefit analyses, vulnerability assessments, adaptation,
16assessments, and local coastal programs certified pursuant to
17Chapter 6 (commencing with Section 30500) of Division 20, that
18have been developed for the purposes of addressing or preparing
19for sea level rise.
On or before January 1, 2016, the Natural Resources
22Agency, in collaboration with the Ocean Protection Council, shall
23create and post on its Internet Web site a Planning for Sea Level
24Rise Database describing steps being taken throughout the state
25to prepare for, and adapt to, sea level rise. To be an effective
26inventory of sea level rise planning in the state, the Natural
27Resourcesbegin delete Agencyend deletebegin insert Agency, beginning January 1, 2016,end insert shall update
28the databasebegin delete on a monthly basisend deletebegin insert quarterlyend insert with information

described in Section 30964begin insert and provided

The Planning for Sea Level Rise Database shall include,
4but shall not be limited to, the following information:
5(a) Title and description of all state and local private and public
6projects addressing or preparing for sea level rise, including
7information described in Section 30963. For purposes of this
8division, “projects” includes studies, programs, modeling, mapping,
9cost-benefit analyses, vulnerability assessments, and adaptation
10assessments.
11(b) Information regarding which cities, counties, and cities and
12counties have implemented a local coastal program, including all
13of the following information:
14(1) When the local coastal program was created.
15(2) All dates on which the local coastal program was updated,
16if updated.
17(3) Whether the local coastal program addresses sea level rise.
18(c) Cities, counties, and cities and counties that do not have a
19local coastal program in place.
To the extent applicable, the following information
21shall be included in the description of a project:
22(a)
(a) No later than July 1, 2015, the entities listed in
24Section 30965 shall submit to the Natural Resources Agency sea
25level rise planning information, and, beginning January 1, 2016,
26any new or updated sea level rise planning information on a
27quarterly basis, in a format determined by the agency. The Natural
28Resources Agency shall make a determination as to which sea
29level rise planning information is necessary for inclusion in the
30database and may include any of the following:

18structures.

112016, shall continue to provide updated information to the Natural

quarterlyend insert basis:
13(1) Airports within the California coastal zone or San Francisco
14Bay area.
15(2) California Coastal Commission.
16(3) State Energy Resources Conservation and Development
17Commission.
18(4) Ports located in the California coastal zone or San Francisco
19Bay area.
20(5) Department of Transportation.
21(6) Investor-owned utilities located in the California coastal
22zone or the San Francisco Bay area.
23(7) Publicly owned electric and natural gas utilities located in
24the California coastal zone or San Francisco Bay area.
25(8) Regional water quality control boards.
26(9) San Francisco Bay Conservation and Development
27Commission.
28(10) State Coastal Conservancy.
29(11) State Lands Commission.
30(12) State Water Resources Control Board.

32informationend insert to be developed, adopted, or updated by a public
33agency or private entity listed in subdivision (a).
The Natural Resources Agency, in developing the
36Planning for Sea Level Rise Database, shall organize the database
37by geographic regions, provide an entry for each city, county, and
38city and county within the coastal zone and San Francisco Bay
39area, and include information described inbegin delete Sections 30962 and begin insert Section 30964end insert under each entry. The Natural Resources

P6 1Agency shall organize the database in a manner it determines best
2to provide the public with clear, useful, and readily accessible
3information.
It is the intent of the Legislature that the Planning for
5Sea Level Rise Database provide the public with an educational
6tool that will enable parties to view up-to-date information from
7a single, centrally located source about actions taken by cities,
8counties, cities and counties, regions, and public and private entities
9to address sea level rise.
Nothing in this division shall alter the duties,
11responsibilities, and jurisdiction of state agencies that provide
12information pursuant to this division.
