SUMMARY : Requires the Director of the Department of Technology
(DOT) to review a specified project management methodology
manual and, based on that review, provide a report to the
Legislature by July 1, 2016, recommending how a team of senior
consulting information technology (IT) experts can assist senior
department executives charged with oversight of major IT
projects.
The Senate amendments :
1)Require the Director to review the specified manual; submit
the required report based on the review; and, after
transmitting the report, establish a unit within DOT of
consulting IT advisers to serve as support for state agencies.
2)Add an urgency clause.
3)Make a number of other technical, non-substantive changes.
FISCAL EFFECT : According to the Senate Appropriations
Committee:
1)Minor and absorbable costs to the DOT to review the California
Project Management Methodology Reference Manual and report to
the Legislature. (Technology Services Revolving Fund)
2)DOT indicates that there would be no new costs to the
department to establish a unit of consulting IT experts
because the Consulting and Planning Division within DOT
already serves the functions specified in this bill.
COMMENTS : The Senate amendments require the Director of DOT to
review the California Project Management Methodology Manual and,

based on that review, submit a report to the Legislature by
January 1, 2016, that considers how a team of senior IT experts
can serve as consultants for top agency managers statewide when
they are tasked with managing complex, long-term technology
projects. The Senate amendments also add a requirement for DOT
to establish a unit of consulting IT experts after the report is
provided to the Legislature. Lastly, the Senate amendments
include an urgency clause in this bill to facilitate early
support for ongoing technology projects.
