           SUMMARY  

          This bill requires the Superintendent of Public Instruction  
          (SPI), in collaboration with various other state agencies and  
          private organizations, to develop a five year plan for expanding  
          cradle-to-career initiatives (CCIs) in California.   
          Specifically, this bill:  

          1)Requires the SPI to develop a five-year plan for expanding  
            CCIs in collaboration with several state agencies, including  
            the State Department of Social Services, the Employment  
            Development Department, the California Health and Human  
            Services Agency, the Business, Consumer Services, and Housing  
            Agency, the Department of Transportation, institutions of  
            higher education, teacher organizations, local governments,  
            community based organizations, and other interested parties  
            deemed appropriate by the SPI.

          2)Requires the plan to include, among other things, successful  
            models of CCIs in California, strategies for effective  
            implementation, including coordination with local control  
            accountability plans, methods for developing and sustaining  
            CCIs, recommendations for supporting regional coalitions in  
            planning and developing CCIs and ensuring California's most  
            distressed neighborhoods and communities are prioritized in  
            the expansion of CCI's, and development of a five-year  
            timeline for implementing recommendations.

          3) Specifies that CCIs include, but are not limited to,  
            collaborative school and community programs and services that  
            align local, state, federal, and private resources, as  
            specified.

          4)Provides that CCIs in California include, but are not limited  
            to, full service schools, promise neighborhoods, wraparound  
            programs, wellness centers, and healthy communities efforts.

          5)Requires the SPI to submit a report with recommendations to  
            the Legislature by December 1, 2016.

          6)Provides the SPI shall use state or federal funds for purposes  
            of the bill and authorizes the SPI to apply for and accept  
            grants, donations, and other financial support from public or  
            private sources for this purpose.

           FISCAL EFFECT    

          Unknown, significant General Fund costs to CDE, in the range of  
          $300,000 to $400,000 to develop a five-year plan and coordinate  
          with the numerous agencies and stakeholders outlined in the  
          bill. The workload would also likely be spread among multiple  
          divisions within CDE due to the project's diverse areas of  
          emphasis.
           
          COMMENTS

          1)Purpose . According to the author, this bill will help the  
            state understand the landscape of Cradle to Career Initiatives  
            currently active in the state.  The bill will help the state  
            determine the components of effective Cradle to Career  
            Initiatives and understand what is working to build healthy  
            communities and elevate children and families out of poverty.
           
          2)Background  . The Harlem Children's Zone (HCZ) in New York City  
            is one of the most well-known CCIs.  The HCZ is a 24 to nearly  
            100-block geographic area that provides cradle to career  
            services to children and has demonstrated significant results  
            in raising the academic achievement of Harlem children.  
             
             In 2010, the Obama Administration launched the Promise  
            Neighborhood Initiative (PNI), modeled after the HCZ.  The  
            stated purpose of the PNI is to significantly improve the  
            educational and developmental outcomes of children and youth  
            in the nation's most distressed communities. According to the  
            United States Department of Education (USDE), the initial  
            federal investment in the PNI was $10 million in 2010.  In  
            2011, $30 million was provided for planning and implementation  
            grants and $60 million was provided in 2012.

            In 2011, implementation grants were awarded to programs in  
            three California cities:  Fresno, San Diego, and Hayward.  In  
            2012, implementation grants were awarded in three more  
            California cities:  Los Angeles, San Francisco, and Chula  
            Vista.  The maximum award for an implementation grant is $6  
            million per year for five years.  

           3)Related legislation  . This bill is modeled after a similar  
            bill, AB 1178 (Bocanegra) of 2013, that proposed to establish  
            the California Promise Neighborhood (CPN) Initiative to  
            develop a system of up to 40 promise neighborhoods throughout  
            the state with the purpose of supporting a child's development  
            from cradle to career.  This bill was held on the Suspense  
            File in this committee.
