           SUBJECT  :    Community colleges: intersession extension programs

           DIGEST  :    This bill deletes Pasadena City College from recently  
          enacted provisions authorizing it as one of six California  
          Community College (CCC) campuses to operate and maintain an  
          extension program during intersessions. 

           ANALYSIS  :    Existing law requires the CCC Chancellor's Office  
          to establish a voluntary pilot program that authorizes a CCC  
          district to establish and maintain an extension program during  
          summer and winter intersessions, and specifically identifies  
          eligible CCC campuses for purposes of the pilot.  The identified  
          campuses include the following:  1) College of the Canyons; 2)  
          Crafton Hills College; 3) Long Beach City College; 4) Oxnard

          College; 5) Pasadena City College; and, 6) Solano Community  
          College.  Current law sunsets and repeals this pilot program on  
          January 1, 2018. 

          This bill removes Pasadena City College from provisions  
          authorizing six specified CCC districts to establish and  
          maintain a voluntary extension program, as specified, during  
          summer and winter intersessions.

           Comments
           
          AB 955 (Williams, Chapter 710, Statutes of 2013) was enacted to  
          offer extension courses during intersession at a fee that covers  
          the actual cost of the course, as specified.  These programs  
          were intended to give students an opportunity to enroll in  
          courses they were unable to get during the state-supported  
          regular session in order to accelerate their completion and, in  
          addition, free up space in the companion state-supported  
          courses, thereby increasing other students' ability to complete  
          their programs in a more timely manner as well.  It was the  
          intent of the Legislature that at least one participating campus  
          should begin implementation of the pilot program by January 2014  
          and that an additional five campuses should implement the pilot  
          program by July 1, 2014.  According to the author, Long Beach  
          City College implemented the program for the 2014 winter  
          intersession and is tentatively planning to offer extension  
          courses this summer.  College of the Canyons reports that the  
          earliest they could offer a program is July 2015.
