   An act to amend Section 71115 of the Public Resources Code,
relating to environmental justice.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 2572, as introduced, Ting. Environmental justice: reports.
   Existing law requires each board, department, and office within
the state Environmental Protection Agency to review its programs,
policies, and activities and identify and address any gaps in its
existing programs, policies, or activities that may impede the
achievement of environmental justice. Existing law requires the
Secretary for Environmental Protection to, no later than January 1,
2004, and every three years thereafter, prepare and submit to the
Governor and the Legislature a report on the implementation of
provisions of law relating to environmental justice.
   This bill would require this report to identify and address any
gaps in the agency's existing programs, policies, or activities that
may impede the achievement of environmental justice. The bill would
require the report to also identify and evaluate new programs,
policies, or activities intended to further promote the achievement
of environmental justice.
   Vote: majority. Appropriation: no. Fiscal committee: yes.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 71115 of the Public Resources Code is amended
to read:
   71115.   (a)    The Secretary for Environmental
Protection shall,  not   no  later than
January 1, 2004, and every three years thereafter, prepare and submit
to the Governor and the Legislature a report on the implementation
of this part. 
   (b) The report shall identify and address any gaps in the agency's
existing programs, policies, or activities that may impede the
achievement of environmental justice, pursuant to the review
conducted under Section 71114.1. The report shall also identify and
evaluate new programs, policies, or activities intended to further
promote the achievement of environmental justice.  
   (c) A report submitted to the Legislature pursuant to this section
shall be submitted in compliance with Section 9795 of the Government
Code.
