AB 2574, as introduced, Rodriguez. Employment Development Department: workforce needs: biennial report.
Existing law requires the Employment Development Department to administer various job training and placement programs and services for eligible persons, as provided, and requires that the department, among other things, develop a statewide plan and area plans to coordinate all programs it administers, as specified. Existing law requires the director of the department to prepare an annual report for the Governor, the Legislature, and the California Workforce Investment Board regarding the training expenditures made by local workforce investment boards in the prior fiscal year, as specified.
This bill would require the department to develop a biennial report regarding state workforce need projections and credential production, as specified. The bill would also require the department, by January 1, 2015, and every 2 years thereafter, to provide a copy of the report to the appropriate policy committees in both the Assembly and Senate, to the Governor, to the Board of Regents of the University of California, the Board of Trustees of the California State University, and to the Chancellor of the California Community Colleges, and to collaborate with the State Department of Education in providing the report to the public school districts. The bill would authorize the department to provide the report electronically.

The people of the State of California do enact as follows:
Section 9600.6 is added to the Unemployment
2Insurance Code, to read:
(a) The department shall, in consultation with the
4University of California, the California State University, the
5California Community Colleges, the California Workforce
6Investment Board, and any other entity deemed appropriate by
7department, develop a biennial report regarding state
8workforce-need projections and credential production. The report
9is to be produced to the extent practicable within available existing
10resources and subject to data currently collected by and accessible
11to state agencies. The report shall do all of the following:
12(1) Indicate the state’s anticipated workforce needs and the
13number of degrees, certificates, and other credentials that public
14and private institutions of higher education expect to issue.
15(2) Indicate the state’s anticipated number of degrees,
16certificates, and other credentials that high school career and
17technical programs, apprenticeship programs, and other public or
18private workforce training programs expect to issue.
19(3) Identify any workforce needs, including areas of
20specialization within a particular vocation, that may not be met by
21the education, training, and apprenticeship programs as reported
22pursuant to paragraphs (1) and (2).
23(4) Identify institutions, whether public or private, that may
24meet projected workforce needs.
25(b) (1) Notwithstanding Section 10231.5 of the Government
26Code, the department shall, by January 1, 2015, and every two
27years thereafter, provide a copy of the report to the appropriate
28
policy committees in both the Assembly and Senate, to the
29Governor, to the Board of Regents of the University of California,
30the Board of Trustees of the California State University, and to
31the Chancellor of the California Community Colleges.

2of Education in providing the report to the public school districts
3in this state.
4(d) The report required by this section may be provided
5electronically.
