SUMMARY : Changes the name of the Measurement of Academic
Performance and Progress (MAPP) to the California Assessment of
Student Performance and Progress (CAASPP).
FISCAL EFFECT : None. This bill is keyed non-fiscal by the
Legislative Counsel.
COMMENTS : The MAPP was established by AB 484 (Bonilla),
Chapter 489, Statutes of 2013, to replace Standard Testing and
Reporting. The transition to the MAPP is part of the larger
transition to the Common Core State Standards (CCSS) and the
Smarter Balanced assessment, which will be aligned to the CCSS.
AB 484 contemplates expansion of the MAPP by requiring the
Superintendent of Public Instruction (SPI) to submit
recommendations to the State Board of Education, the
Legislature, and the Director of Finance by March 1, 2016,
regarding additional assessments that may be included. The SPI
is required to consult with stakeholders and to take into
consideration assessments already administered or planned, the
use of consortium-developed assessments, various item types,
computer-based testing, and a timeline for implementation.
The California Department of Education subsequently learned that
MAPP is a registered trademark, and cannot be used.
Accordingly, the name has been changed to CAASPP. This bill
reflects that name change in statute.
Senate amendments correct cross references.
Conflict with the education trailer bill. On June 15, 2014,
the Legislature passed SB 858 (Budget and Fiscal Review
Committee), which is the omnibus education budget trailer bill.
SB 858 makes substantive changes to Education Code Section 60640

relating to primary language assessments and also makes the
technical name change from MAPP to CAASPP. This bill does not
include the substantive changes contained in SB 858.
Accordingly, if this bill is enacted, it will chapter out the
changes made by SB 858.
