To the Members of the California State Assembly:

I am returning Assembly Bill 2673 without my signature.

The author intends to prohibit a victim of a hit-and-run accident
from settling the case through civil remedies in lieu of prosecution.
With trial courts facing severe backlogs, I am not inclined to
eliminate a means for parties to settle their disputes outside the
criminal court system.
