SUMMARY : Requires state agencies that purchase products
specified in the State Agency Buy Recycled Campaign (SABRC) to
increase the threshold of recycled purchases from 50% to 75% by
2020 for some product categories.
Senate amendments :
1)Exclude three product categories from the 75% percent
requirement.
2)Subject the Department of Forestry and Fire Prevention (DFFP)
to SABRC reporting requirements.
EXISTING LAW requires state agencies to do the following:
1)Purchase products that contain specified minimum amounts of
postconsumer recycled-content material in 11 reportable
product categories defined in statute.
2)Ensure that at least 50% of the purchases in 11 specified
categories are for recycled products.
3)Report annually to the California Department of Resources
Recycling and Recovery (CalRecycle) dollars spent on recycled
and non-recycled products purchased in the 11 categories.
FISCAL EFFECT : The current version of this bill has not been
analyzed by a fiscal committee.
COMMENTS : Senate amendments exclude paint, antifreeze, and tires
from meeting a 75% threshold of recycled purchases, and the
threshold for these categories would remain at 50%. The other
eight categories (paper products; printing and writing papers;

mulch, compost, co-compost; glass products; lubricating oils;
plastic products; tire-derived products; and metal products)
would be subject to the 75% threshold.
Additionally, Senate amendments subject the DFFP to SABRC
reporting requirements.
