Existing law provides for the establishment and operation of the Veterans’ Home of California at various sites, including, among others, Yountville, Barstow, and Ventura.
This bill would make a technical, nonsubstantive change to this provision.

The people of the State of California do enact as follows:
Section 1011 of the Military and Veterans Code
2 is amended to read:
(a) There is in the department a Veterans’ Home of
4California, Yountville, situated at Veterans’ Home, Napa County.
5(b) (1) The department may establish and construct a second
6home that shall be situated in the County of Imperial, Los Angeles,
7Orange, Riverside, San Bernardino, San Diego, or Ventura. The
8home may be located on one or more sites. The department shall
9operate the second home concurrently with the first home.
P2 1(2) The initial site is the Veterans’ Home of California, Barstow,
2situated in Barstow, San Bernardino County. That site may provide
3skilled nursing care forbegin delete up toend deletebegin insert no more thanend insert 250
residents.
4(3) When completed, the second site shall be the Veterans’
5Home of California, Chula Vista, situated in Chula Vista, San
6Diego County, pursuant to the recommendations made by the
7commission established pursuant to former Section 1011.5.
8(4) When completed, the third site shall be the Veterans’ Home
9of California, Lancaster, situated in Lancaster, Los Angeles County,
10pursuant to the recommendations made by the commission
11established pursuant to former Section 1011.5.
12(5) When completed, the fourth site shall be the Veterans’ Home
13of California, Ventura, situated in the community of Saticoy,
14Ventura County.
15(6) There shall be an administrator for, and located at, each site
16of the southern California home.
17(7) The department may complete any preapplication process
18necessary with the United States Department of Veterans Affairs
19for construction of the second
home.
20(c) The Legislature hereby finds and declares that the second
21home is a new state function. The department may perform any
22or all work in operating the second home by independent
23contractors, except the overall administration and management of
24the home. Any and all actions of the department taken before
25September 17, 1996, that are consistent with this subdivision are
26hereby ratified and confirmed, it having at all times been the intent
27of the Legislature that the department be so authorized.
28(d) There shall be an administrator for each home or homesite,
29who shall be recommended by the Secretary of Veterans Affairs
30and appointed by the Governor, and shall be located at that home
31or homesite. The salary for each administrator shall be subject to
32the approval of the Department of Human Resources.
