           SUMMARY  

          This bill adds a nonfaculty, represented employee to the  
          California State University (CSU) Board of Trustees(BOT), to  
          serve two-year terms. This trustee would be appointed by the  
          governor from a list of a least two nominees submitted by a  
          committee consisting of one representative of each of CSU's  
          nonfaculty employee organizations.

           FISCAL EFFECT  

          1)As it does for the faculty BOT representative, CSU would have  
            to buy out the represented staff member's time while in  
            service on the BOT. Those costs would depend on the type of  
            employee appointed to the board. Represented staff annual  
            salaries range from $17,000 to $210,000. 

          2)CSU would also cover travel and per diem costs for the trustee  
            to attend BOT meetings six times a year in Long Beach, as well  
            as a number of unknown other events such as attending  
            commencements, inaugurations, presidential searches and other  
            meetings and campus events. These costs would depend to some  
            extent on where the new trustee resides, but could be up to  
            $20,000 annually. 
           
          COMMENTS  

           1)Purpose  . According to the author, every segment of the  
            university has a voice on the BOT: faculty, administration,  
            students - even alumni - but not classified employees.   
            Classified employees help keep CSU campuses operating, ensure  
            campuses are clean and safe, provide classroom, financial aid

            and other support services, and provide a supportive learning  
            environment.  The author contends this bill will ensure a  
            voice on the BOT to represent thousands of employees at 23 CSU  
            campuses and the Office of the Chancellor."

            It should be noted that the California Community College Board  
            of Governors includes a nonfaculty appointment.

           2)Background . The BOT consists of the following:

             a)   Five ex officio members: the governor, Lieutenant  
               Governor, Assembly Speaker, Superintendent of Public  
               Instruction, and the Chancellor; 

             b)   An Alumni Trustee appointed by the CSU Statewide Alumni  
               Council.

             c)   A Faculty Trustee appointed by the governor from a list  
               of nominees proposed by the Statewide Academic Senate. 

             d)   Two student trustees appointed by the governor from a  
               list of nominees proposed by the California State Student  
               Association. One has full voting powers; the second,  
               non-voting student trustee succeeds to the voting position  
               upon the expiration of the term of the first.

             e)   Sixteen remaining trustees appointed by the governor,  
               subject to Senate confirmation, and serving eight-year  
               terms.

           3)Prior Legislation  . In 2012, SB 1515 (Yee), which would have  
            provided for several changes to the composition of the BOT,  
            including requiring representation from a nonfaculty employee,  
            was held on Suspense in Senate Appropriations.
