           SUMMARY  

          This bill contains several technical clean-up provisions to the  
          workers' compensation reforms of 2012.  

           FISCAL EFFECT  

          Negligible state fiscal effect.

           COMMENTS  

           1)Purpose  .  The bill is designed to adopt technical and  
            conforming changes to the statutes that were part of the 2012  
            workers' compensation reform package.  

           2)Background  . SB 863 (De Leon), Statutes of 2012, Chapter 363,  
            among numerous other reforms to the workers compensation  
            system, restricted the assignability of medical liens in order  
            to prevent exploitation.  This bill clarifies several  
            provisions related to medical liens, including clarifying that  
            a medical-legal bill can be collected through the lien  
            process, that the bill applies only to assignments of liens  
            after January 1, 2014, and that the employer reimburses a lien  
            filing fee.

            Other provisions of the bill clarify that a medical-legal bill  
            can be collected through the lien process, and conform code to  
            delete obsolete references.
