           SUMMARY  


          This bill makes technical and non-controversial changes to  
          various sections of housing law. Specifically, this bill:


          1)Provides that down payment assistance funded by The Extra  
            Credit Teacher Home Purchase Program can be used with a  
            Federal Housing Administration first mortgage. 


          2)Extends the deadline  from July 1, 2014 to July 1, 2015, for  
            the Department of Housing and Community Development to  
            complete the building standards for the installation of carbon  
            monoxide detectors in hotel and motel dwelling units as part  
            of the upcoming regular building code cycle, and accordingly  
            extends the deadline from January 1, 2016 to January 1, 2107,  
            when the 2016 California Building Code takes effect, for  
            existing hotel and motel dwelling units to be equipped with  
            carbon monoxide detectors. 


          3)Corrects numerous statutory cross-references and fixes  
            numbering errors.

           COMMENTS  


          The Assembly Committee on Housing and Community Development is  
          authoring this year's housing omnibus bill as a cost-effective  
          way of making a number of minor, non-controversial changes to  
          statute at one time. There is no known opposition to any of the  
          items in the bill.
