To the Members of the California State Assembly:

I am returning Assembly Bill 2756 without my signature.

This measure requires employees in county Assessor offices who decide
change in ownership issues affecting the real property tax to
receive state provided training and certification.

This is something the Assessors can and should be doing without a
state mandate.
