Senate Resolution No. 40—Relative to immigration.

P1    1WHEREAS, According to the Pew Hispanic Center, in 2011,
2there were 11.1 million unauthorized immigrants living in the
3United States; and

4WHEREAS, Deportations have reached record levels under
5President Obama, rising to an annual average of nearly 400,000
6since 2009; and

7WHEREAS, According to Congress members Raul M. Grijalva
8and Yvette Clarke, although the Obama Administration reportedly
9prioritized deporting only criminals, many individuals with no
10serious criminal history consistently have been deported; and

11WHEREAS, Increased deportations and a continuously broken
12immigration system exacerbate the living conditions of United
13States citizen children whose parents have been deported; and

14WHEREAS, Separation of children from their parents,
15irrespective of immigration status, always results in severe
16consequences for young children who are left with no parental
17guidance or care and a highly unstable financial situation; and

18WHEREAS, As immigration continues to be at the center of a
19national debate, President Obama and Congress must implement
20a more humanitarian immigration policy that keeps families
21together; and

P2    1WHEREAS, California is home to approximately 10.3 million
2immigrants of which approximately 2.6 million are unauthorized
3to live in the United States; and

4WHEREAS, Many members of Congress recently signed a letter
5requesting President Obama to suspend any further deportations;
6and

7WHEREAS, Since California is home to a large number of
8unauthorized immigrants from all parts of the world, this state
9should make it a priority to keep families together and continue
10to press President Obama and Congress for a solution to our broken
11federal immigration system; now, therefore, be it

12Resolved by the Senate of the State of California, That the Senate
13urges President Obama to take executive action to suspend any
14further deportations of unauthorized individuals with no serious
15criminal history; and be it further

16Resolved, That the Secretary of the Senate transmit copies of
17this resolution to the President and Vice President of the United
18States, to the Speaker of the House of Representatives, to the
19Majority Leader of the Senate, and to each Senator and
20Representative from California in the Congress of the United
21States, and to the author for appropriate distribution.
