Senate Resolution No. 48—Relative to the Standing Rules of the Senate for the 2013–14 Regular Session.

P1    1Resolved by the Senate of the State of California, That the
2Standing Rules of the Senate for the 2013-14 Regular Session are
3amended as follows:

4That Rule 12 is amended to read:

56Standing Committees

812.   The standing committees of the Senate and subjects to be
9referred to each are set out below. The provisions set forth below
10as to the assignment of bills are intended as a guide to the
11Committee on Rules, but are not binding upon the committee.

12(1) Agriculture, 5 members. Bills relating to agriculture.

13(2) Appropriations, 7 members. Bills that are subject to Joint
14Rule 10.5 and are not referred to the Committee on Budget and
15Fiscal Review. Bills that would impose a state-mandated local
16program.

17(3) Banking and Financial Institutions, 9 members. Bills relating
18to financial institutions, corporations, and retail credit interest
19rates.

20(4) Budget and Fiscal Review, 16 members. The Budget Bill
21and bills implementing the Budget. Bills that directly affect the
22State Budget, including deficiencies and reappropriations.

23(5) Business, Professions and Economic Development, 9
24members. Bills relating to business and professional practices,
25licensing, and regulations other than bills relating to horse racing,

2industries. Bills relating to economic development, commerce,
3and international trade.

11relating to public utilities and carriers, energy companies,
12alternative energy development and conservation, and
13communications development and technology.

14(9) Environmental Quality, 7 members. Bills relating to
15 environmental quality, air quality, water quality, integrated waste
16management, recycling, toxics, and hazardous waste.

17(10) Governance and Finance, 7 members. Bills relating to local
18government procedure, realignment, and budget reform. Bills
19relating to state and local revenue and taxation.

20(11) Governmental Organization, 11 members. Bills relating to
21horse racing, public gaming, and alcoholic beverages, bills related
22to the management of public safety emergencies and disaster
23response, and bills regarding the use of state-controlled lands and
24buildings, state publishing, seals, bonds, and interstate compacts.

25(12) Health, 9 members. Bills relating to public health, alcohol
26and drug abuse, mental health, health insurance and managed care,
27and related institutions.

28(13) Human Services, 5 members. Bills relating to welfare,
29social programs and services, and related institutions.

30(14) Insurance, 11 members. Bills relating to insurance,
31indemnity, surety, and warranty agreements.

32(15) Judiciary, 7 members. Bills amending the following:

33(a) Civil Code, except measures related to retail credit interest
34rates.

35(b) Code of Civil Procedure.

36(c) Evidence Code, except matters relating to criminal procedure.

37(d) Family Code.

38(e) Probate Code.

2attachés, and personnel. Bills relating to liens, claims, and
3unclaimed property, collections, and franchises.

4(16) Labor and Industrial Relations, 5 members. Bills relating
5to labor, industrial safety, unemployment, workers’ compensation
6and insurance, and noncertificated public school employees.

7(17) Natural Resources and Water, 9 members. Bills relating to
8conservation and the management of public resources, fish and
9wildlife, regulation of oil, mining, geothermal development, acid
10deposition, wetlands and lakes, global atmospheric effects, ocean
11and bay pollution, coastal resources, forestry practices, recreation,
12parks, and historical resources. Bills relating to water supply
13management.

14(18) Public Employment and Retirement, 5 members. Bills
15relating to state and local nonschool public employees and public
16employee retirement.

17(19) Public Safety, 7 members. Bills amending the following:

18(a) Evidence Code, relating to criminal procedure.

19(b) Penal Code.

20(c) Statutes of a penal nature not related closely to a subject
21included in another subdivision of this rule.

22(d) Bills relating to the Department of Corrections and
23Rehabilitation.

24(20) Rules, 5 members. Proposed amendments to the rules and
25other matters relating to the business of the Legislature.

26(21) Transportation and Housing, 11 members. Bills relating to
27the operation, safety, equipment, transfer of ownership, licensing,
28and registration of vehicles, aircraft, and vessels. Bills relating to
29the Department of Transportation and the Department of Motor
30Vehicles. Bills relating to waterways, harbors, highways, public
31transportation systems, and airports. Bills relating to housing and
32community redevelopment.

33(22) Veterans Affairs, 7 members. Bills relating to veterans,
34military affairs, and armories. Bills amending the Military and
35Veterans Code.

36The standing committees of any regular session shall be the
37standing committees of concurrent special or extraordinary sessions
38unless otherwise ordered by the Senate.
