SUMMARY : Makes technical and clarifying changes to the Local
Control Funding Formula. Specifically, this bill :
1)Corrects references to the Home-to-School Transportation
program to clarify that the statutory references relate to the
expenditure of funds rather than the source of funding.
2)Deletes requirements related to expenditure of funds for
college and career readiness as well as mandate offset
language related to reporting requirements that are also
deleted.
3)Corrects a budget bill provision to appropriate $10 million to
the "California Collaborative for Educational Excellence"
rather than the "California Local Control Accountability
Support Network."
4)Specifies these provisions are only operative if AB 97 (Budget
Committee) is enacted.
5)Contains an appropriation allowing the bill to take effect
immediately upon enactment.
FISCAL EFFECT : Includes an appropriation of $10 million for the
California Collaborative for Educational Excellence. This
appropriation was originally included in AB 110, which
implements the 2013-14 Budget Act.
COMMENTS : AB 97 (Budget Committee), pending enrollment,
replaces the existing education funding structure with the Local
Control Funding Formula (LCFF), beginning in the 2013-14 fiscal
year. This bill makes technical and clarifying changes to
statutes in AB 97.
